It looks to me like there is a mixture of different stuff growing on the bark of this tree. If you look closely, you will even see a growth with some small hairs. I don't know if it is all a lichen or not.

The whitish crustose lichen appears to be Ochrolechia androgyna, or Bitter Wart. The hairy material is probably a non-lichenized fungus.
